In a large pot, brown ground beef over medium heat.
Drain excess fat.
Add cubed steak to the pot.
Cook until browned.
Stir in onions, bell peppers, jalapeños, and garlic.
Cook until softened.
Add tomatoes, kidney beans, chili powder, cumin, paprika, and beef broth.
Stir everything together.
Bring mixture to a simmer.
Reduce heat and cook uncovered for 1-2 hours.
Stir occasionally.
