Stir in the flour to make a roux, then slowly whisk in the milk.
Keep stirring until the sauce is smooth.
Mix in the Parmesan cheese, salt, and black pepper until the cheese melts and the sauce thickens.
Once the wings are cooked, toss them in the prepared sauce, making sure they are fully coated.
