Heat the milk, vegetable oil, and 1 cup sugar in a medium saucepan over medium heat until just below a boil.
Remove from heat and let cool until warm, but not hot.
Sprinkle the yeast over the milk mixture and let it sit for 1 minute.
Add 8 cups of flour and stir until just combined.
Cover with a clean kitchen towel and set aside in a warm place for 1 hour.
After 1 hour, add baking powder, baking soda, salt, and the remaining 1 cup flour.
Stir thoroughly to combine.
Divide the dough in half. Roll each half into a large rectangle on a floured surface.
Pour 1 cup of melted butter over each rectangle. Sprinkle 1 cup of sugar and a generous amount of cinnamon over each.
Starting from the long side, roll each rectangle tightly into a log and pinch the seam to seal.
Cut the logs into 1-inch slices and place them in baking pans.
Preheat the oven to 375°F.
Cover the pans with kitchen towels and let rise for 20-30 minutes.
Bake for 15-18 minutes or until golden brown.
While the rolls are baking, prepare the frosting by mixing powdered sugar, milk, maple flavoring, coffee, and salt until smooth.
Apply the frosting to the warm rolls immediately after baking.
