Instructions
Melt the butter in a saucepan over medium heat.
Add the flour to the melted butter, whisking continuously to make a smooth paste.
Slowly pour in the milk, continuing to whisk until the mixture thickens.
Reduce the heat to low and add the shredded cheddar cheese, stirring until it melts completely.
Season with salt and black pepper, stirring to combine well.
